My Fellow Citizens!
I have come before you today to speak about the ongoing crisis in ________ and _________. While we should all be unequivocal in our condemnation of the heinous brutality of the _______ terrorists upon the helpless civilians of ______, we must likewise be steadfast against the retaliatory targeting of innocent _____ civilians by the _______ military. Their war crimes have the potential to quickly rise to the internationally recognized atrocity of Genocide.
I believe that every nation which has signed and held sacred the tenenats of Declaration of Universal Human Rights has an urgent Responsibility to ethically intervene in stopping genocide anywhere and everywhere in the world. However, we _______s are a Democratic Republic. As such, I will not act on this vital issue unilaterally without being certain it is indeed the will of our people. Therefore, I hereby call a direct Democratic Plebiscite vote so that I may enact the correct and lawful will of our citizenry.
Further, I call upon and challenge my fellow World Leaders to join me in this act of service to All our people in enacting their good will through a unified, international, peace-keeping force to Finally put an end to the atrocity of genocide: Now, and everyday hereafter.
Let all the war-mongerers of the world here us now: Never Again.

Alas, if only our leaders would model this sort of moral clarity and democratic integrity in the face of humanitarian crises…
Instead of violence, we could indeed have justice that transcends national borders. As you say, critical decisions should reflect the will of the people, not just the whims of dictators.
If our global leaders struggle with the words to use to unite against genocide, then this potent reminder of our shared responsibility to end atrocities (and ensure “Never Again” isn’t just a slogan, but a lived reality) should help them get on the right track!
